Frank was born in Spokane, Washington to Winfred T. and Caroline M. Flanigan.  They moved to the Spokane Valley when he was three years old and he lived in the Spokane area his entire life.  He attended West Valley High School, playing baseball and basketball and serving as a Senior Counselor, graduating in 1956.  He attended St. Olaf College in Northfield, Minnesota for one year.  Frank married Doris Shay in December 1957.  They had two children, David and Sandra; and divorced in March 1965.

Frank met Joyce Kauffman Schucker in September 1967, when they were teammates on a Jack & Jill bowling league.  They were married on April 12, 1970, with Joyce’s daughters, Elaine, Theresa, and Debra, completing the family.

Frank enjoyed sports, coaching Little League Baseball, refereeing summer baseball and basketball games, attending Spokane Indians and Seattle Mariners baseball games, Gonzaga basketball games, and WSU football games, then watching what he could on TV when he wasn’t able to attend in person.

Frank passed away at the age of 87.  He had a good life and enjoyed growing flowers and vegetables, operating a small cattle/hay farm and working for the US Postal Service as a Substitute Rural Carrier before retiring as a Clerk.

Frank could be a cantankerous, caustic, cranky curmudgeon but he had a marshmallow center.  He loved God, his family, and his country.  He truly believed Ephesians 2:8-9 and knew he would end up in God’s presence.

He is survived by Joyce, his wife of 55 years; five children; 12 grandchildren; 18 great-grandchildren; three brothers; two sisters; and numerous nephews, nieces, and cousins.

A graveside service will be held on Thursday, August 14, 2025, at 12:30 PM, Pines Cemetery, Spokane Valley, WA.
